The Network sends Observers to monitor civilizations that are developing emotional amplification. The Observers are not supposed to feel. They are supposed to file reports. Suppress the signal. Keep the species manageable.
Then one by one, they watch a human do something small and pure — something the Observer was specifically built to prevent.
